![]() In February 2011, Sergeant Ken Davis was charged with one count of felony stalking and three counts of repeated harassment by phone or electronic contact relating to his conduct towards another police officer. The investigation recommended no action be taken against any of the officers. An investigation concluded that the uniforms worn did not allow the policemen to be easily identified as law enforcement and that the team did not allow enough time for the family to open the door. After a struggle, Officer Carlos Garcia shot DuBose five times, including four in the back, and he died immediately. They apparently knocked on the door, then broke it down before anyone inside could open it. They were attempting to serve a warrant on his son, Charles. In 1852, due to lack of willing individuals to take up the position, the City Marshal disbanded. The first City Marshal, Agoston Haraszthy, appointed Richard Freeman a marshal, making Freeman the first African American lawman in California. Prior to the establishment of the San Diego Police Department, law enforcement services were provided by the San Diego City Marshal beginning in 1850. The San Diego County Sheriff's Department has provided a response to community concerns regarding law enforcement. More information on the services offered can be found by visiting the Sheriff's North Coastal website. As a contract city, Encinitas has access to the Sheriff's SWAT Team, ASTREA helicopters, and a number of other County Sheriff resources. In addition to patrol and traffic enforcement, the station has a Community Oriented Policing and Problem Solving (COPPS) team and a Crime Suppression Team, both of which work on specific community needs. The Station Captain, shown on the right, serves as our Chief of Police. The North Coastal Sheriff Station is located in Encinitas at 175 North El Camino Real, and the station provides services for the cities of Encinitas, Solana Beach, Del Mar, and the unincorporated area of Rancho Santa Fe. The City of Encinitas contracts for law enforcement services with the San Diego County Sheriff.
